The Budget Office is responsible for the preparation of yearly budget proposal and allocation and execution of expenditures in the General Appropriations Act (GAA), approved internal operating budget and external funding for projects. The office is also tasked of reporting directly to the Department of Budget and Management (DBM), Philippine Association of State Universities and Colleges, Commission on Higher Education (CHED) and Commission on Audit (COA).

The Civil Security Unit (CSU) is the chief law enforcement authority of the university in providing a safe and secure environment that promotes and preserve peace and order for all. CSU is committed in ensuring qualified and high-quality law enforcement services that are accessible to the campus. Furthermore, the Unit works closely with members of the academic community as partners in a combined policing effort to address mutual concerns and resolve problems. CSU is dedicated in decreasing the amount of perceived criminal activity via high visibility policing while creating an environment of teamwork through trust, commitment, collaboration, perspective and cooperation in the campus.

Cultural Affairs Office

The Cultural Affairs Office (CAO) is the culture and arts arm of the university. It manages various performing art groups, namely: Kabpapagariya Ensemble, MSU Chorale and Arya Band. CAO also holds the advisership of the Pinta Okir Visual Arts Group. Subsequently, the University Museum of Cultural History and the Arts is also under the supervision of the office. CAO endeavors in training and developing students with skills in theater, visual arts, music, chorale singing and cultural dances. Furthermore, it aims to address concerns about cultural education, cultural preservation and the responsibility to foster cultural sensitivity inside the University and its surrounding communities.

The Information and Communications Technology Office (ICTO), formerly known as Computer Center, is the lead implementing office of the university in most ICT-related efforts such as ICT infrastructure development and university digitalization. ICTO aims to establish global access to Information and Communication Technology. The revamp of the ICT office is consistent with the following objectives: to promote and train university constituents and stakeholders on digital literacy and ICT expertise; to enable them to participate, improve, and compete in an evolving ICT age; to develop and enhance ICT systems and services in the university by applying sound and practical ICT solutions to every business process; and to promote the development and widespread use of ICT and foster and accelerate the convergence of ICT and ICT-related facilities.

Institute for Peace and Development in Mindanao

The Institute for Peace and Development in Mindanao (IPDM) serves as the peace and development arm of the university. It aims to amplify efforts in advancing the cause for national unity, integration and sustainable peace. It links the academe with relevant peace stakeholders at the local, regional, national and international levels. The activities facilitated by MSU-GSC IPDM complement with the three-fold functions of the university. The institute undertakes peace and development initiatives on (1) Education, by hoasting relevant fora, conversations and capacity building activities and supporting the implementation of peace education curriculum and institutionalization of peace education policies.; (2) Research, by increasing the visibility of the university on peace research endeavors and strengthening research collaborations on peace studies; and (3) Extension, by initiating peace action activities designed to empower serviced communities and vulnerable sectors and advance efforts for livelihood and skills development of the conflict vulnerable communities. Furthermore, the institute provides technical assistance to sustain the university’s support for the transformation of the core and non-core territories of the Bangsamoro Autonomous Region in Muslim Mindanao.

The Internal Audit Services (IAS) is responsible for reviewing and evaluating the soundness, adequacy and application of accounting, financial and other operating controls of the university and promoting the most effective control at a reasonable cost. It is also tasked of reviewing operations or programs of the university with established objectives, government policies, plans and procedures, laws and regulations and whether or not such programs are being carried out as planned. Furthermore, IAS evaluates the quality of performance of groups/individuals in carrying out their assigned responsibilities. Therefore, it recommends corrective actions on the operational deficiencies observed.

The Office of International Affairs (OIA) serves as the central coordinating hub for all international affairs of the campus. OIA provides a full range of services and support for all international students and faculty who are affiliated with MSU-GSC. It handles academic relations and linkages programs with international and local institutions/organizations and industries, as well as external relations with stakeholders including local and international engagements. Furthermore, it coordinates the Internationalization (IZN) programs of the campus and other global engagements anchored toward reaching its vision to become a Globally-Competitive University in the Southern Philippines and a National Peace University.

The Records Management Office (RMO) acts as the central office for the efficient and systematic control of the creation, receipt, maintenance, use and disposition of records. RMO performs the following: plan, formulate and implement a Records Management and Archives Administration Program (RMAAP) for the efficient creation, utilization, maintenance, retention, storage, preservation, conservation and disposal of public records including the adoption of security measures and vital records protection program of the campus; monitor the flow of incoming and outgoing official correspondences and communications; and service the records reference requirements of the campus officials and personnel and the general public regarding official matters.

University Press and Communications Office

The University Press and Communications Office (UPCO) acts as the public information arm of the university. The office is primarily charged of performing tasks relating to press, information, and publication. UPCO is responsible for managing the official social media accounts of the University, such as its Facebook, Instagram, Twitter and YouTube, producing answers to frequently asked questions (FAQs) from the members of the public relating to admission, research, extension services and other issues concerning the university, communicating and gathering news and information from different academic, semi-academic and non-academic units and publishing news and current affairs in MSU and information about alumni and student life. The office likewise helps to promote, protect, and elevate the University’s image and visibility by producing and managing contents published in the University’s website and in “Excellence”, the Official Newsletter of the University.

The Office of Physical Education and Sports (OPES) through its Physical Education Department creates a well-rounded physical education program that would address the physical growth, social training and personal disciplines for all students as well as superior athletic achievements to those who are psychologically inclined and physically gifted. In line with this mandate, OPES offers programs that are anchored to the major function of the university namely: Instruction, Research and Extension Service adopting a holistic approach in the development of human to become healthy, happy, useful and productive citizen of the country. Furthermore, OPES, through its Sports Department is responsible for the development and implementation of all sports programs in the university be it competitive, recreational or instructional in nature.
