Mindanao State University – General Santos extends its deepest gratitude to Hon. J. Prospero “Popoy” De Vera III for his unwavering commitment to advancing higher education in the Philippines during his tenure as Chairperson of the Commission on Higher Education (CHED). MSU-Gensan is grateful for his full support in the establishment of the University’s College of Medicine—a long-awaited milestone for our institution and region. His commitment to providing funding for the College’s teaching equipment demonstrated a strong belief in the importance of accessible and high-quality medical education in Mindanao. Chair Popoy’s visionary leadership and dedication to academic excellence, and institutional development have left a meaningful mark not only on MSU-Gensan but across the entire Philippine higher education system. Through transformative reforms—most notably the implementation of the Universal Access to Quality Tertiary Education Act (RA 10931)—he made higher education more accessible and responsive to the needs of Filipino learners reshaping the country’s academic landscape.
